Canada's vape packaging rules do more than place a warning on a box. Federal requirements cover nicotine concentration, prescribed health warnings, ingredient and hazard information, child-resistant containers and how products are presented for sale. Excise stamps form a separate duty-paid layer.

For adult consumers, the package is an important compliance check. A device listed in the disposable vape collection or a bottle in the vape juice collection should arrive as the correct Canadian and provincial variant, not as an unlabelled international product.

The Vaping Products Labelling and Packaging Regulations operate under both the Tobacco and Vaping Products Act and the Canada Consumer Product Safety Act. Health Canada explains that the framework includes labelling, child-resistant container requirements and maximum nicotine concentration rules.

Promotion rules are separate. A package can contain the required technical information and still be non-compliant if its advertising or presentation appeals to young people or omits prescribed information in a promotion.

What Adults Should Find on the Package

Nicotine Concentration

Vaping products manufactured or imported for sale in Canada cannot contain more than 20mg/mL nicotine (Nicotine Concentration in Vaping Products Regulations, SOR/2021-123). Federal rules also prohibit packaging and sale when the concentration displayed on the package exceeds 20mg/mL. A Canadian product marked 50mg/mL is therefore not a compliant retail variant.

A Prescribed Health Warning

Nicotine-containing vaping products require the prescribed warning incorporated into the federal regulations. The warning must be presented as required; a retailer's website disclaimer does not replace the package label.

Product and Hazard Information

Depending on the product and container, consumers should expect clear identification of the vaping substance and safety information. The original package should be kept until the liquid or device is finished so the concentration, variant and warnings remain available.

Child-Resistant Features Where Required

Refill containers and other regulated packages must meet applicable child-resistant container requirements. Child-resistant does not mean child-proof. Bottles, filled pods and disposables still need locked storage away from children and pets.

Excise Stamps Are a Separate Check

A vaping excise stamp indicates that duty was paid for the intended Canadian market. Provinces and territories participating in the coordinated vaping duty system use jurisdiction-specific stamps, while other markets use the federal Canada stamp. The stamp does not replace the nicotine warning or product label.

When ordering online, select the destination province rather than choosing whichever variant appears cheapest. Province selection can determine stamp, inventory and final duty. Adults comparing products through the complete product catalogue should review the selected variant again at checkout.
